Yes, still normal.
It's a very specific type of twitch when you're looking at bulbar-onset. And you WOULD have problems with speech before seeing these twitches (slurring).
Actually that's a bit of a lie. Contrary to everything I've ever read on this website, research shows twitches occur first. But very shortly before. You'd notice the slurring before the twitching, regardless. Unless of course you're looking in your mouth every day. Even then, I'm not entirely positive you'd see the twitching in early stages. They do appear on an EMG first, though. Again, this is a very short period of fascics before weakness. You don't have bulbar either way. I promise you, you do not have bulbar.
